Go to blogger.com and singing using your info to access your Blogger dashboard.
On Blogger sidebar menu click "settings" and scroll down to "Comments"

Use "who can comment" to choose the category of people that can comment to your blog.
On the "Comment moderation" select "always" for moderating all comments on your blog.
On the "Email moderation requests to" put your email address there where you will be receiving your moderation requests before any comment will be published.
Use the "Comment form message" to write the message you want your commenters to see before they comment. This message will appear on top of the comments form.
